President's Report:
The ICG President's Message was received and misplaced. Peggy will find it for the next meeting. The President's Message is sent out monthly and will be available for review at the meeting following receipt.
Vice President's Report:

Editor's Report:
Since its inception, Critical Measure has been issued three times. The subscription vs. "other" break-down for the last three months is as follows:

The free sub goes to Byron Connell as ICG president and one "excess" copy goes to our local archive. At the end of the month, as part of mailing out the new issue, the true excess from the last issue goes into recycling.
I would like to thank Ula for the donation of a ream of white printer paper just when I needed it to finish the January print run. I was wondering if anyone would like to donate some colored paper for covers. Vincent and I have decided to donate ink and staples at least for awhile. That just leaves stamps as the only uncovered cost. In the past, the mailed vs. handed-out ratio has been:

I'm trying to keep the mailed pieces to a minimum but since a lot of those are comps to people that are seldom seen, there's not much I can do. By the way, I've instituted the practice of comping a person/address for no longer than three months. Because of that, six comps are expiring this month.
I would like to thank Tim for telling me about a potential member and giving me mailing info on her so I could start her comps.
Old Business:
Peggy has recieved the fabric samples from Sure Way Trading and she is in the process of cataloging them. The samples will be available for viewing at the monthly meetings.
Brenna and Peggy have reviewed several more costuming and fabric stores, the list will be published in Critical Measure. If anyone else has a desire to review shops, please do so and give the review to the Editor.
New Business:
Ula announced a performance of "Mary Tudor", a play about King Henry's eldest daughter that will be playing until Feb. 21. Please contact Ula for more information.
Ula also announced a performance of "Faust" at the Arlene Schnitzer Hall that will show in February. Please contact Ula or the Schnitzer for more information. There was some talk of getting a group together. (If we get 10 or more tickets, we get a discount!)
Brenna announced that Pacificon has been moved to 2002 and is a for-profit convention.
The rest of the business portion of the meeting was spent going over the By-Laws. It was decided that Brenna and Ula would work on polishing them before submitting them to the Board.
This concluded the business section of the meeting.
Craft Session: We talked about lots of stuff and nobody took notes. (Ed. - Ya shoulda been there!)

The minutes from the February 20 meeting were read and accepted.
President's Report:
Peggy read the letter received from ICG president Byron Connell accepting us into the ICG. The letter was published in the March issue of Critical Measure. She also received the ICG March President's Message which was also read and will be photocopied for inclusion in the "Black Book".
Peggy gave a set of the ICG By-laws to the Secretary for the records. (Secretary to make copies of the By-laws, Standing Rules of the Corporation, Amendment to the Standing Rules and the acceptance letter for a member's handbook to be produced later.)
Vice President's Report:
The "Black Book" (Guild Info. Book) was passed around for review.
Brenna has contacted Byron to add 'Area' to the branch title, it should read Greater Portland Area Costumers' Guild. (Ed.- It had been inadvertantly omitted at ICG level.)
Brenna has sent e-mail to the ICG Webmaster about getting our info on the web page. It has not been updated since our acceptance.
Brenna has also sent e-mail to the ICG Treasurer about getting info sent to our Treasurer on opening our guild bank account.
Secretary's Report:
Ula will make copies of the information to be included in the handbook.
Treasurer's Report:
As of this time we have three new paid members, Eve Morgan, Bryan Whitlow and Lydia Sharp.
I received and paid a bill of $12.59 for newsletter costs from Brenna Sharp.
Our total after income and outgo is $167.41 of which $74 is waiting to be sent to the ICG.
I have cashed all membership checks and placed them in my own account for safekeeping until such time as I receive information on how to set up an account under the ICG's non-profit status.
Editor's Report:
The March newsletter went out with a minimum of trouble.
The Editor/VP and Secretary are still to work on the By-laws and get them published as soon as possible.
Brenna has compiled a list of ideas for articles and pamphlets. The ideas for articles include Shisha, Latex Masks, Costume Supply Web Sites, and Beading. Ideas for pamphlets include Textile Basics, Local Costuming Suppliers (already in progress) and Clothing Textiles of Sung China (already in progress). Please contact her if you have any ideas or would like to write something.

Old Business:
The party at OryCon was confirmed to be on Friday night, after some discussion it was decided that after the Saturday night Masquerade would not be a good time. Peggy suggested having a Costumer's Suite, but it was decided that we do not have enough room as the convention books all the hotel suites for themselves.
New Business:
Brenna suggested that we start thinking of having a regional costume convention in a few years. (Peggy volunteered to head the Masquerade.) We will need to find a good name for it, so put on your thinking caps.
Vincent will be putting in an order from a special effects make-up catalog and is taking orders. Please contact him for more information.
Ula is walking in the SW Washington Animal Shelter fundraiser and is accepting donations. Please contact her for more information.
Vincent is going to compile a list of web sites of interest to costumers.
